General Plan
The City Council adopted the City of Jurupa Valley's first locally prepared General Plan on September 7, 2017!
The 2017 General Plan will be the primary tool to guide the development and character of Jurupa Valley for the next five to ten years. The preparation of the new General Plan is the culmination of citywide outreach meetings and several years' work by the General Plan Advisory Committee and the Planning Commission.
Plan Process
The General Plan process began in January of 2015 with a series of eight public workshops to identify what makes the community unique and address the issues to be discussed in the plan.
General Plan Advisory Committee
A General Plan Advisory Committee (GPAC) was also convened and held 11 meetings throughout 2015. The GPAC developed a Community Values Statement which describes the fundamental goals of the City and provided input on assets, issues and needs related to the elements of the General Plan. The elements contained in the plan are:

- Community Safety, Services and Facilities
- Economic Sustainability
- Environmental Justice
- Healthy Communities
- Housing
- Land Use
- Mobility
- Noise
- Open Space/Conservation
City Staff
The Planning Commission and City Council were also actively involved in the General Plan process through participation in the GPAC and work sessions on key topics such as land use, housing and mobility.
Focuses
The 2017 General Plan focuses on preserving the small town character and the semi-rural equestrian nature of Jurupa Valley. This new emphasis is reflected in some of the new “big ideas” of the General Plan, including an “Equestrian Lifestyle Protection Overlay” that includes special land use and mobility provisions, expanded protection for residential areas to prevent conflicts with industrial land uses; and an emphasis on “Mobility Corridors” to help meet the needs of all travel modes and protect the area’s semi-rural character, including pedestrians, bicyclists, equestrians and public transit users.

This is a GIS mapping tool designed to assist with urban planning, zoning, and land management. It features an interactive map with layers such as parcels, zoning, land use, development agreements, and specific overlays like warehouse districts and area plans, allowing users to toggle data for analysis. The tool supports searches for addresses or parcels and provides visual insights for decision-making on development projects, compliance, and city planning. Community Development Department GIS View
Jurupa Valley Public Interactive GIS Application
This GIS mapping application allows users to view and interact with various geographic data layers. It includes tools for toggling city boundaries, public service layers, land use, transportation networks, and environmental features like wetlands and fire severity zones. The map displays high-resolution imagery (e.g., 2019 3-inch imagery) and integrates navigation and search functionalities for precise location analysis.
