Overview
At the conclusion of a statewide competitive grant application process, Jurupa Valley was able to secure $3 million dollars from the California Department of Housing and Community Development (HCD). The goal of MORE is to help income qualified manufactured/ mobilehome owners in Jurupa Valley rehabilitate their homes to eliminate code violations, substandard conditions, and health and safety issues (e.g., plumbing, roofing, electrical, heating, accessibility upgrades, energy efficiency upgrades, and other qualified work per CA Title 25).
Eligibility requirements
- Income eligibility is based on both family size and total annual household income. Households whose income is at or below 80% of the Riverside County adjusted median income may be eligible. Household income includes all adults 18 and over living in the home.

2. Mobilehome must be owner-occupied.
3. All individuals living in the home must be listed on the application.
4. Application must be submitted with all necessary documentation (see checklist on page 5).
Eligible Repairs
Allowable repairs include eliminating code violations, substandard conditions, and health and safety issues such as:
- Plumbing
- Roofing
- Electrical
- Heating
- Accessibility Upgrades
- Energy Efficiency Upgrades
- Other qualified work (per CA Title 25)
Report or Violation Notice for Repairs
This report or notice is meant to outline the necessary repairs that are in violation of Health and Safety Code Standards (Title 25, Section 1606). Please provide a copy of one of the following:
- Copy of a notice of violation from the enforcement agency (County of Riverside).
- Copy of any inspection report(s) completed by a licensed contractor, licensed engineer or licensed architect.
