On behalf of your City of Jurupa Valley family, I sincerely hope that this time of transition back to a more face-to-face lifestyle and children returning to in person learning finds you with renewed sense of hope and happiness. At the City, we continue to grow as an organization and have added several new faces to better serve you. In an effort to keep you up to date, I have included a new section to the City Manager updates to highlight the employees that are working hard each day to provide you with the services the residents of Jurupa Valley expect and deserve. Each edition will now include the Employee Spotlight which features an introduction to one of the City’s employees. Because the vast majority of employees work behind the scenes, I think it is important to highlight their work, learn a little bit about who they are and provide our residents and businesses an opportunity to see who is working on their behalf. SIGNIFICANT ACTIVITY - Problem-Oriented Policing Team (POP) ActivityThe Jurupa Valley Problem-Oriented Policing Team (POP) conducted high visibility patrol at the dead-end of Caterpillar Court and 20th Street. The new location has become a hot spot for illegal recreational vehicle (RV) parking and dumping. The street had a total of 3 RV’s, a tow truck, and three vehicles parked on the roadway. Upon arrival, the POP Team located an abandoned camper trailer parked at the dead-end of the cul-de-sac. Several subjects were contacted and offered outreach services through Path of Life Ministries. After several weeks of continual patrol at the location, most of the subjects left. One Camper trailer remained at the location and was towed after the 72-hour violation ordinance.

The Jurupa Valley POP Team conducted high visibility patrol near Valley Way and Mission Boulevard. A large encampment was established in the northwest corner, south of the 60 freeway. Several subjects were contacted, and the POP team coordinated with Path of Life Ministries to provide outreach services. The location had large debris scattered throughout the encampment. For several weeks the POP Team collaborated with the California Transportation Department (CalTrans) and cleared the area of encampments.

The Jurupa Valley POP Team conducted high visibility patrol near Mission Middle School, located on 5961 Mustang Lane. Directly across the school, a large encampment was established. Two RVs and several inoperable vehicles were parked on the public roadway. The RV had trash blocking the sidewalk, preventing pedestrians from passing through. The subjects at the location were offered outreach services through Path of Life Ministries. In addition, the Riverside County Housing Authority was contacted and attempted to provide services. All efforts to provide aid were turned down by the subjects. On 08/24/2021, the RVs were removed from the location.

|
The Jurupa Valley Problem-Oriented Policing Team collaborated with Riverside Police Department and Rialto Police Department in multi-agency off-road enforcement in the Santa Ana River bottom. The enforcement area extended from Riverside Avenue (Rialto PD Jurisdiction) to Mission Boulevard bridge. The location is a meeting point for off-road vehicles trespassing on Riverside County Flood Control’s property. Several assaults with a deadly weapon have occurred during the gathering, including sexual assaults. During the operation, the Jurupa Valley POP and SET Team located/recovered a stolen motorcycle, arrested the subject in possession of the motorcycle, arrested one subject for assault on a peace officer and child endangerment, and cited 14 off-road vehicles. We continually patrol the Santa Ana River bottom to prevent any further incidents.

The Jurupa Valley POP Team conducted high visibility patrol near 58th Street and Etiwanda Avenue. During the high visibility patrol, a wanted subject was spotted in the area. The issue had a felony warrant for his arrest. The warrant was for assaulting a peace officer with a weapon. The subject was taken into custody without incident.

The Jurupa Valley POP Team conducted a follow-up at a known location for illegal RV parking and illegal dumping at the dead-end of Caterpillar Court and 20th Street. A camper trailer was located and had a license plate belonging to a different vehicle. After speaking to the subjects inside the camper trailer, the female falsely identified herself and used her cousin’s identifying information. The female, later identified as Kayla Hernandez, was on probation for identity theft. Hernandez was arrested for fraud and violation of probation. The Jurupa Valley POP Team continually patrols high crime areas. During the high visibility patrol, a recreational vehicle was located at the dead-end of Cantu-Galleano Ranch Road. The RV had a generator running outside, near dry vegetation (fire hazard), and violated Jurupa Valley city ordinances. The POP Team spoke to the occupants of the RV and recognized Jocelyn Munoz. Munoz has an active felony warrant for the theft of a vehicle. Munoz was taken into custody and transported to Robert Pressley Detention Center for booking.

Community Development Department Updates

PresentationCommunity Development staff was invited to present on the City of Jurupa during the August 31, Realty Investment Association of California (RIAOC) meeting. RIAOC is a nonprofit and its members consist of brokers, developers, investors, retail shopping owners, etc. There were over 100 attendees and we have received over a dozen follow up inquiries and requests to meet to discuss opportunity areas in the City. During the presentation we provided an overview of the City of Jurupa Valley and discussed City demographics and growth, opportunity sites, development pipeline, and the city’s vision for future development amongst other things. We will continue to do similar presentations for various stakeholder groups.

Rio Vista Specific Plan Site VisitCity staff attended a site visit at the Rio Vista Specific Plan area to view the site and discuss various public safety recommendations. Representatives from the Developer, the Riverside Sherriff’s Department and Fire were in attendance. The Rio Vista Specific Plan area which consists of 917 acres of the following uses: 1,115 multi-family residential units, 774 single-family residential units, 852,034 sf business park, a light industrial park, elementary school, and 553.1 acres of open space conservation and recreation. The applicant of the Specific Plan is Richland Communities.

Richmond American Home - Bridle Path at Paradise KnollsPlanning Inspections continue for Richmond American Bridle Path, a 107 lot single family home project composed of 1 store homes. The 107 lots are within 24.63 acres and are located on the south side of Limonite Avenue, westerly of Downey Street and northerly of the Santa Ana River within the Paradise Knolls Specific plan. Inspection of the first 3 model homes were completed on 8/24/21. Grand opening of the first 3 model homes occurred this past weekend and the homes are now available for viewing.

Indian Hills (Vista Cielo) 57-Lot Housing DevelopmentThe Paradise Knolls is a master planned residential community consisting of 650 units on 107.2 acres. Richmond American is currently in the process of constructing 107 single-family units. The project is located on the south side of limonite Avenue, west of Downey Street, and north of the Santa Ana River. The photos below show the progress on the model homes which are approximately 60% complete

Shadow Rock Lennar HomesPlanning Inspections continue for Shadow Rock, a total of 432 single- family home project on 174.76 acres. The project is located on the South side of the Sierra Avenue & 30th Street intersection. There are currently three model homes available for viewing and an active waitlist for those interested in purchasing the homes. Squatters have been removed from an abandoned home. - Violations include squatters living in an abandoned dwelling, accumulation of trash & debris.
- The Code Enforcement Division collaborated with the RivCO Sheriff’s Dept. and property owners to remove the trespassing squatters off the property and secure the building from trespassing.
