The American Rescue Plan


Last week Mike Flad and I had a phone conversation with Congressman Takano to discuss the specifics outlined in both the President’s and House of Representatives COVID relief funding plans. The Congressman has been very supportive of efforts to provide City’s with direct funding to help offset the impacts of the pandemic.  We will continue to keep you updated as this progresses through the Senate and ultimately back to the President for signature. Read more about The American Rescue Plan here.


Attached to the updates is a letter from Mayor Barajas to the Congresswoman Carolyn Maloney, who is the Chairwoman of the House of Representatives Committee on Oversight and Reform. Under her leadership, Congresswoman has advanced COVID-19 relief measures that will provide direct funding to municipal governments.

The attached letter recognizes and supports the Congresswoman’s efforts. Staff and myself will continue to work with Congressman Takano’s Office in an effort to secure federal relief funding for the City of Jurupa Valley.

Community Development Department Updates


PROPOSED NEW RIO VISTA SPECIFIC PLAN


In 2016, Richland Communities (owner and applicant) submitted an application proposed to replace the existing Rio Vista Specific Plan that was adopted when the City was under Riverside County’s jurisdiction. The adopted Rio Vista Specific Plan is a master planned residential community within a rural setting which preserves and enhances the natural topography of the site. The adopted Specific Plan allows for a maximum of 1,697 homes (1,249 single family detached residential units and 458 multi-family attached residential units), neighborhood commercial uses, recreational opportunities, and a public school.

Proposed Project

We have received a revised proposed Specific Plan that proposes the following land uses:
  • 1,641 residential units
  • Light Industrial Park – maximum 2,437,182 square-foot of building area
  • Business Park – maximum 852,034 square-foot of building area
  • 13-acres for a public school
  • 515 acres of preserved open space area
  • 18 acres of open space recreational area

This project requires City Council action. There will be a public hearing held by the Planning Commission and City Council. See Exhibit A for the proposed Land Use Map.

SHOPS AT JURUPA VALLEY


Shops at Jurupa Valley is a proposed 30-acre shopping center proposed at northeast corner of Pyrite Street and Mission Boulevard. As proposed, there would be several retail buildings, 60-room hotel, fitness center, restaurants including drive-thru restaurants, gas station with convenience store, and car wash. This project would require public hearings by the Planning Commission and City Council. City Council has authority to approve the project.

Draft Environmental Impact Report (DEIR). The comment period for the DEIR started on February 22, 2021 and end at 5:00PM on April 7, 2021. The DEIR is available online for viewing.

TRUCK INTENSIVE USES ORDINANCE
AND LAND USE STUDY


Below is a draft schedule for the preparation of a Truck Intensive Uses Ordinance and Land Use Study. The schedule includes:
  1. Two joint City Council/Planning Commission meetings
  2. One community stakeholder meeting
  3. Public hearings by the Planning Commission and City Council
  4. Estimated adoption of an ordinance by the City Council in December 2021, which is prior to the January 22, 2022 expiration date of the moratorium

Per the City Council’s direction, we will strive to shorten the length of this process wherever possible, recognizing this is a high priority project.

Engineering Department Updates 

Flabob River Springs


Twinning Street and 42nd Street has reopened to through traffic after completion of street improvements.

42nd Street south of Rubidoux Boulevard has completed the sub base and will be scheduled for base-pavement after Gas Company repairs a leak at project limits.

Code Enforcement Department Updates

 Homeless Encampment
in Kmart
parking lot

Code Enforcement received a complaint regarding a homeless encampment in the Kmart parking lot. The property owners and Path of Life were notified. The homeless individual refused services from Path of Life and moved the encampment.

Trash and Debris Under Van Buren Blvd

Code Enforcement received reports that trash and debris had been illegally
dumped in the Flood Control Channel. Code Enforcement collaborated with
the owners and abated the trash & debris.

Homeless Encampment 
60 Freeway and Granite Hill Drive

Reports of multiple individuals living in RV’s and vehicles parked on private property.
Code Enforcement reached out to property owners to make them aware of the encampment and request for abatement. Abatement has been reached. One individual received assistance with SSDI and one has been assisted with reunification of family.

5302 Mission Boulevard –Unpermitted Marijuana Dispensary


Code Enforcement received a complaint regarding an unpermitted marijuana dispensary at the location of  5302 Mission Boulevard. Code Enforcement has referred this case to the City Attorney’s office.
