Escrow Closes on First Section of Paradise Knolls Project!!
We received confirmation this morning from Jim Kozak of Strategic Land Partners and Paradise Knolls, LLP that escrow closed today on the sale of the first 107 single-family residential lots to Richmond-American Homes. Richmond American will build out the planning area that sits at the northeastern portion of the Paradise Knolls project, which is essentially at the southwest corner of Downey Street and Limonite Avenue. Staff has been working hard with Mr. Kozak over the past few weeks to provide the information and documents that were needed to enable the close of escrow. Jim reports that Richmond American is excited to start construction, and he says that there is a high level of interest in the other sections of the master-planned development, including the multi-family housing areas and the commercial center. It is encouraging to see this project moving forward.

Recruitment Updates—Building the New Team We are moving forward with the recruitment process for Jurupa Valley’s first full-time in-house Executive Team. Here is a quick rundown on each open position:
Economic Development Manager—Three finalists were interviewed by a panel last Thursday. I will interview two of those three either this week or next week and make a hiring decision soon thereafter. We are really pleased with the caliber of these finalists. Regan Williams of Bob Murray and Associates has served as the executive recruiter.
Community Development Director—Tony Dahlerbruch of Peckham and McKenney will be serving as the executive recruiter for this position. The recruitment brochure is being developed, and Tony is doing an extensive outreach effort to potential candidates in advance of the formal interviews. The application closing date has not yet been determined.
Public Works Director/City Engineer—Bob Murray and Associates has been selected as the recruitment firm for this position. We are working with Valerie Phillips of the firm to develop the recruitment brochure and finalize the outreach strategy. The application closing date has not yet been determined.

Finance Department Updates

The Finance Department has a new Principal Accountant (CPA). His name is Abdon Padilla and he has lived in the community of Jurupa Hills for 30 years. His favorite things to do are spending time with his family (especially at Disneyland), walking his dogs, attending an Angels game at the ballpark or watching them on TV, and reading a good mystery/suspense book. He enjoys teaching tax/accounting courses as an adjunct instructor at Chaffey College, and worked for the past 11 years at CliftonLarsonAllen, LLP in their Glendora office as an auditor and forensic accountant.

Code Enforcement Department Updates.

Business Operating Against Mandated Orders.Code Enforcement has inspected the business and concluded that the business is open and operating against mandated orders. The business has been reported to the Sheriff’s Dept. & Health Dept. for further assistance.

Trash and Debris Clean-upThe Code Enforcement Department and the Public Works Department collaborated to complete a clean up of trash and debris located at the Van Buren Boulevard and Limonite Avenue overpass.

- City of Jurupa Valley: 384 cases, 13 fatalities
The State and County are moving towards Phase 3 with a target date of June 12th. Please see the information below from Riverside Co. Emergency Management relating to County guidelines to reopen.
The California Department of Public Health also released new guidance on how local jurisdictions with attestations to readiness should modify behavior and operations to reduce risk for infection. All guidance is effective as of June 12 and should only be implemented with local health official approval following their review of local epidemiological data including cases per 100,000 population, rate of test positivity, and local preparedness to support a health care surge, vulnerable populations, contact tracing and testing.

 Fire Station 16
|
The fence project at Station 16 is near completion. The ADA ramp project is complete and is accessible from handicap parking spaces.

|
Station 18’s landscaping project is moving along and will soon be completely drought tolerant.

Sheriff's Department Updates
|
|
|
|
- Jurupa Valley Station is on EOP, which means a minimum of 12 hour shifts with no days off until further notice. Most Deputies have worked 14-16 hours since the protests started.
- Since Saturday, Jurupa Valley Station Deputies have deployed to Temecula, Eastvale, Riverside, and Moreno Valley to assist with crowd control during the protests.
- We are monitoring social media and other venues, and we are not aware of any planned protests in Jurupa Valley at this time.
- We have noticed a few signs, and one or two individuals throughout JV holding signs in protests, but again, no large scale gatherings.

DUI Traffic CollisionOn May 26, 2020 at 9:44 P.M., Jurupa Valley Sheriff’s Deputies responded to a possible assault with a deadly weapon involving a yellow tractor. Alberto Ochoa, age 47 collided his yellow tractor into a vehicle and fled the area of Clay Street and Van Buren Boulevard. Deputies determined Ochoa was driving under the influence of an alcoholic beverage. Ochoa was arrested for DUI and booked into the Robert Presley Detention Center.
