A.    As a courtesy to those in attendance, we ask that cell phones be turned off or set to their silent mode and that you keep talking to a minimum so that all persons can hear the comments of the public and Planning Commission.

B.    A member of the public who wishes to speak under Public Comments must fill out a “Speaker Card” and submit it to the Planning Secretary BEFORE the Chair calls for Public Comments on an agenda item. Each agenda item will be open for public comments before taking action. Public comments on subjects that are not on the agenda can be made during the “Public Appearance/Comments” portion of the agenda. The public may submit comments via email to:  esoriano@jurupavalley.org before 5:00 p.m. on the scheduled meeting date.

C.    Members of the public who wish to comment on the CONSENT CALENDAR may do so during the Public Comment portion of the Agenda prior to the adoption of the Consent Calendar.

D.    As a courtesy to others and to assure that each person wishing to be heard has an opportunity to speak, please limit your comments to 3 minutes.

PROJECT: Master Application No. 22118 Vesting Tentative Tract Map No. 38258 for 35 detached condominiums on 2.62 acres

LOCATION: Northeast corner of Rancho Jurupa Drive and Beach Street (APN: 162-230-014)

APPLICANT: Century Communities of California, LLC

RECOMMENDATION: By motion, adopt Planning Commission Resolution No. 2022-11-09-01 approving Vesting Tentative Tract Map No. 38258, and Neighborhood Development Plan to allow for the construction of 35 detached condominiums on a 2.62-acre site at the northeast corner of Rancho Jurupa Drive and Beach Street (Lot 9 within Planning Area 2 of the Paradise Knolls Specific Plan) subject to the recommended conditions of approval.

RECOMMENDATION: By motion, adopt Planning Commission Resolution No. 2022-11-09-02 approving a third request for a one (1) year Extension of Time for Tentative Tract Map No. 36947, subject to the previously adopted conditions of approval.

PROJECT:  Proposed Airport Zone at Flabob Airport, General Plan Amendment 22007, Zoning Code Amendment No. 22013, Change of Zone 22008

LOCATION: Flabob Airport, 4130 Mennes Ave., Jurupa Valley, CA (APNs: 181-190-010; 181-190-001, -015. -019, -021, -022; 181-170-011, -022, -026; 181-151-001, -003; 181-091-052; 181-0190-008, -009, -020, -022; 181-370-004, -007 and portion of -008; 181-400-001, -003; 181-152-001, -002, -004, -005; 181-272-002; and 181-160-004) 

RECOMMENDATION: By motion, adopt Planning Commission Resolution No. 2022-11-09-03 recommending to the City Council approval of: (1) General Plan Amendment No. 22007 to redesignate Flabob Airport to Public Facilities/Institutional Land Use, and amend the General Plan to make Public Facilities/Institutional Land Use consistent with the new Airport Zone; (2) Zoning Code Amendment No. 22013 to create a new zoning designation, Airport Zone, tailored for aviation use and development; and (3) Change of Zone No. 22008, rezone Flabob Airport to the new Airport Zone.
