LEAP Overview

NOTICE: The application process for the second round of LEAP applications is now open.

The City has completed the development of the Local Economic Assistance Program (LEAP).  The LEAP program will provide grants to small and micro-enterprise businesses in the City that have been economically impacted by COVID-19.  The LEAP program is funded through the City’s Federal Community Development Block Grant (CDBG) program.  Since this program will be financed with Federal funds, the City must follow the regulatory guidelines established by the Federal Department of Housing & Urban Development (HUD).  HUD is the primary administrator of the CDBG program.

The administration of the LEAP program is subject to the LEAP Program Guidelines document below.  We recommend reviewing the LEAP Program Guidelines before submitting the initial online application.

Apply for LEAP Funds

Local small businesses are invited to apply for and participate in the LEAP grant funding process.  The first step in securing LEAP grant funds is to review the LEAP Program Guidelines (PDF) and fill out the online application below.  We’ve designed the form to be as efficient as possible.  It should not take more than one (1) hour to complete the application.  After you complete the application, you can expect to hear back from the City with information about your eligibility to participate in the next steps for the LEAP program.  LEAP grants will be awarded through a lottery system.  The lottery system is described in the LEAP Program Guidelines.
