Development Services is comprised of four departments - Planning, Building and Safety, Code Enforcement, and Public Works and Engineering. The department provides comprehensive land use services, both to the public and to the city, in support of the preservation, assistance, and regulation of development in the City of Jurupa Valley and its sphere of influence. The department's primary goal is to ensure and enhance the quality of life in the community. The department is available for questions at the public counter Monday - Friday, 8am - 12pm.
The City has adopted laws that regulate the use of land and the design of most commercial and housing projects. The purpose of these laws is to protect the health, safety and welfare of Jurupa Valley residents and visitors. Laws, such as the Zoning Regulations, architectural review requirements, and Subdivision Regulations, require that people submit applications for project approval to the Community Development Department. The review evaluates the proposals for consistency with the City's General Plan and all other applicable plans and regulations.
The Department of Building and Safety provides plan checking and building inspection services. The department’s goal is to protect the people who live and work in the City through the review of construction plans before any work begins. They then inspect all work throughout completion of the project. They are responsible for enforcing the California Building Code (CBC), Plumbing, Electrical, and Mechanical Codes, the City’s Municipal Code, and any other pertinent provisions of the County, State, or Federal health codes. The department is also responsible for maintaining records of all projects within the City.
The objective of Code Enforcement is to promote and maintain safe and desirable living and working conditions throughout the City. The department helps maintain and improve the quality of life in our community by administering a fair and unbiased enforcement program to correct municipal code and land use violations. They are also responsible for record keeping of all community complaints as well as overseeing each complaint until the violation has been corrected.
The Public Works Department is focused on program support of activities that fall primarily in the public right of way. These activities typically include Capital Projects, Land Development, Maintenance, Storm Water, and Traffic Engineering. The mission of the department is to develop, build, and maintain the City’s infrastructure to the standards set forth by City Council, to enhance the safety, welfare and aesthetics of the environment to residents, visitors, and business owners a like. These things are accomplished by the development and maintenance of City streets, sidewalks, and traffic systems, as well as the engineering oversight of various public and private improvement projects, and implementation of a Water Quality Improvement Program.
